Engendering
Poverty Reduction Strategy Papers
By
Elaine Zuckerman, President, Gender Action. Published by the World
Institute for Development Economics Research (WIDER). The World
Bank and International Monetary Fund require the poorest countries to
produce Poverty Reduction
Strategy Papers to be eligible for assistance. Mounting
worldwide evidence that greater gender equality correlates with higher
economic growth and less poverty means that to succeed, poverty
reduction strategies must invest in reducing gender disparities.
An analysis of completed PRSPs demonstrates that so far the PRSP
engendering track record has been disappointing.
This paper discusses why PRSPs must address gender concerns, PRSP
engendering track records, strategies and deliberate steps necessary to
mainstream gender into PRSPs and Rwanda's attempts to produce a
gender-sensitive PRSP. The paper is available on the UNU/WIDER
website at http://www.wider.unu.edu/publications/publications.htm under
Publications and Discussion Papers in the name, Elaine Zuckerman.
