Developmental
Relief Reports
At the 2001 InterAction
Forum, the Disaster Response Committees Transition Working Group
(TWG) presented a paper it commissioned entitled Developmental Relief:
NGO Efforts to Promote Sustainable Peace and Development in Complex Humanitarian
Emergencies. Better known as the Developmental Relief Report, it examines
the approaches, values, and principles of US based NGOs in Developmental
Relief.
In an effort to further
consolidate existing knowledge on developmental relief, the TWG (renamed
the Transition, Conflict, and Peace working group (TCP) in July, 2002)
commissioned a second report to look at developmental relief practices,
funding issues, and evaluation strategies among European NGOs.
In the report, which
gathers information from 19 NGOs in 12 countries, the authors discuss
rights-based approaches, exit strategies, working with local partners,
and preparedness and mitigation strategies employed by European NGOs in
an effort to address developmental relief.
The report also looks
at funding issues that impact the developmental relief programs of European
NGOs, highlighting the continued internal separation of relief and development
activities within the European donor community. The authors also spoke
with donor organizations and found that some are developing mechanisms
aimed at reducing the internal gap.
