Some of the cross cutting thematic issues that the HPPC is engaged with include US Foreign Assistance Reform, civil-military relations, and reform of the UN humanitarian system.

The HPPC has multiple thematic and crisis-specific working groups that meet regularly. The working groups provide members with an opportunity to share operational concerns, coordinate on advocacy efforts and meet with counterparts outside the NGO community who are engaged in the same issues such as US government, UN, World Bank and other humanitarian actors.

Afghanistan Reconstruction Working Group

  • Chair: Anne Richard, International Rescue Committee
  • Meets: Monthly
  • Focus: Humanitarian situation, the role of NGOs and other actors in Afghanistan, and advocacy efforts.

Avian & Human Pandemic Flu Working Group

  • Chair: Jim Bishop, InterAction
  • Meets: Every two months
  • Focus: National and international planning, NGO response to both animal and human flu, organizational preparedness and advocacy efforts.

DRC Working Group

  • Co-chairs: Sara Syvulka, Food for the Hungry and (vacant)
  • Meets: Monthly
  • Focus: Awareness raising about continuing humanitarian needs in DRC, transition between relief and development, and advocacy efforts.

Humanitarian Accountability Working Group

  • Co-chairs: Nazare Albuquerque, International Medical Corps and Rein Paulsen, World Vision
  • Meets: Quarterly
  • Focus: Raising awareness of need for accountability to beneficiaries and liaising with existing accountability efforts.

Humanitarian Partnerships Working Group

  • Co-chairs: Jeannine Scott, Africare and Mary Pack, International Medical Corps
  • Meets: Monthly
  • Focus: Providing members with a forum to discuss areas of concern and interest in their work with UN Agencies, including issues related to budgeting, governance initiatives, leadership, and collaboration with NGOs.

Iraq Working Group

  • Co-chairs: Nathaniel Hurd, International Rescue Committee and Emily Gish, Mercy Corps
  • Meets: Every two weeks
  • Focus: Information sharing, inter-agency coordination, monitoring displacement and advocacy efforts.

Protection Working Group

  • Co-chairs: Patricia MacWilliams, Christian Children’s Fund and Joel Charny, Refugees International
  • Meets: Monthly
  • Focus: Enhance protection for refugees, IDPs and civilians affected by conflict, increase capacity of international organizations, the US government and NGOs to incorporate protection into humanitarian programming.

Risk Reduction Working Group

  • Co-chairs: Rebecca Scheurer, American Red Cross and Susan Romanski, Mercy Corps
  • Meets: Every two months
  • Focus: Raise the profile of international disaster risk reduction policy and programming and encourage the quality of risk reduction practice by promoting endorsed standards and indicators.

Security Advisory Group

  • Chair: Michael O'Neill, Save the Children
  • Meets: Quarterly
  • Focus: Issues of organizational security, international and NGO security coordination, and the influence of gender on security of humanitarian workers.

Sexual Exploitation and Abuse Sub-Working Group

  • Co-chairs: Daisy Francis, Catholic Relief Services and Abigail Price, International Rescue Committee
  • Meets: Monthly
  • Focus: Building internal capacity of member organizations to prevent and respond to sexual exploitation and abuse through sharing of information and resources between agencies.

Sri Lanka Working Group

  • Chair: Linda Poteat, InterAction
  • Meets: Monthly
  • Focus: Information sharing and awareness raising

Sudan/Chad Working Group

  • Chair: Randy Martin, Mercy Corps
  • Meets: Every two weeks
  • Focus: Operational and advocacy issues related to the Darfur conflict, including IDPs and refugees in Chad and implementation of the CPA.

Transition, Conflict and Peace Working Group

  • Co-chairs: Lisa Kammerud, IFES, Michaela Ledesma, Mercy Corps and Luisa Lopez, National Association of Social Workers
  • Meets: Quarterly
  • Focus: Exchange best practices and support relevant policy reform on issues of conflict prevention, actively forging closer relations with State/CRS and USAID/CMM.

Uganda Working Group

  • Chair: Linda Poteat, InterAction
  • Meets: Monthly
  • Focus: Mobilizing protection and assistance for IDPs in the north and on more robust support for the Juba peace process.
