Complex Crises Fund

Description

The Complex Crises Fund (CCF) provides quick, flexible, targeted assistance that prevents and responds to emerging or unforeseen crises in fragile countries at a heightened risk of conflict and instability.

Use of Funds

CCF funds “prevent conflict and respond to unanticipated opportunities to build peace and advance democratic progress in fragile contexts.” They also “support programs that help to create the conditions for longer-term development.”

Justification

• As of 2022, the Organisation for Economic Cooperation and Development (OECD) considers 15 countries“extremely fragile,” two more than in 2020, and lists 60 additional contexts as “fragile.” Each of these contexts is susceptible to unforeseen shocks or crises.
• Today, 23% of the world’s population and 73% of the world’s extreme poor live in fragile contexts. The OECD projects the number of extreme poor will increase to 86% by 2030.
• CCF funding supports efforts to respond to rapidly changing, compounding crises that often have intertwined humanitarian, political, and security dimensions.
• In prior years, the CCF has provided critical support in Belarus, Libya, Coastal West Africa, Ethiopia, Kenya, Chad, Haiti, Guatemala, and the Kyrgyz Republic.
