Conflict and Stabilization Operations

Description

The U.S. Department of State’s Bureau of Conflict and Stabilization Operations (CSO) is dedicated to anticipating, preventing, and responding to conflicts that undermine U.S. national interests. CSO programs support diplomatic conflict prevention and stabilization efforts. Short-term, targeted programs work to counter violent extremism, address political instability, and promote security sector stabilization.

Use of Funds

Funding supports data-driven analysis and frontline stabilization advisors to ensure that diplomacy, development, and defense can effectively manage the most complex crises.

Justification

• CSO has three lines of effort: strategic prevention, conflict resolution, and security sector stabilization. Lines of effort are implemented by deploying stabilization advisors; harnessing data analytics; and leading and implementing policy and programs on conflict prevention and stabilization.
• CSO serves as the secretariat for the Atrocity Prevention Task Force, a U.S. government multi-agency task force. The Task Force prioritizes early identification and prevention of atrocities in countries most at risk.
• CSO is the State Department’s lead implementer of the U.S. Strategy to Prevent Conflict and Promote Stability. The result of the Global Fragility Act, the Strategy aims to break the cycle of instability and foster peaceful, self-reliant states that can develop into U.S. economic and security partners. The Strategy is focused on Haiti, Libya, Mozambique, Papua New Guinea, Benin, Côte d’Ivoire, Ghana, Guinea, and Togo.
• CSO uses innovative data analytics to anticipate and prevent instability that could otherwise result in costly military and humanitarian operations.
