Emma Dunn
Emma Dunn joined InterAction as a Humanitarian Policy Program Manager in July 2024. In this role, she contributes to policy development and represents Members in key humanitarian policy forums. Emma convenes the international NGO constituency in the role of InterAction focal point for the Grand Bargain, the only large-scale humanitarian agreement that brings together donors and aid organizations. She also supports the U.N. Partnerships Working Group, facilitating advocacy on behalf of Members to improve UNHCR and WFP partnerships.
Through 10 years of responding to global emergencies, Emma has gained a breadth of experience in humanitarian operations, coordination, and policy. Prior to joining InterAction, she worked for UNHCR in both the D.C. multi-country office and on the U.S. Southern Border Team where she managed program implementation, including regional partnership agreements, and oversaw the border shelter portfolio for newly arrived asylum seekers. She has also worked for health and protection-focused organizations, including Save the Children and International Medical Corps, responding to natural disasters and conflicts in Lebanon, Dominica, Puerto Rico, Colombia, and South Sudan.
Emma holds an M.A. in international development and humanitarian assistance from the Korbel School of International Studies, University of Denver, and is currently pursuing a J.D. at Georgetown Law in the evening program.
