InterAction CEO Statement on Foreign Aid Preliminary Injunction

WASHINGTON, D.C. – Tom Hart, President and CEO of InterAction, released the following statement on the March 10, 2025, court ruling on foreign aid appropriated funds.

“We acknowledge the recent district court ruling on foreign aid funding as a critical step toward ensuring repayment for global health, humanitarian, and development work already completed and upholding constitutional principles.

“The court’s decision affirms that the Trump administration must honor existing payment obligations through February 13 and prevents the unlawful impounding of congressionally appropriated foreign aid.

“However, we remain deeply concerned about the termination of 83% of USAID awards following Secretary Marco Rubio’s ‘review,’ much of which occurred after February 13. The human cost of these cancellations is devastating: children without food, deadly disease outbreaks, and communities without access to clean water. Such widespread suffering contradicts America’s values and strategic interests.

“We urge Congress to ensure the immediate release of foreign aid funds, thereby preserving a longstanding bipartisan foreign assistance system.

“The lives of millions of people depend on American leadership and compassion. We must not turn our backs on them.”
